US, Russia drafting secret 28-point peace plan for Ukraine

The administration of US President Donald Trump is working on a secret plan to end the war in Ukraine in consultation with Russia.

Speaking to the Axios, American and Russian officials shared details of this sensitive ongoing process. According to the information provided by the officials, the draft plan consists of 28 articles in total.

The document in question is divided into four main categories: achieving peace in Ukraine, security guarantees, the security architecture in Europe, and the future relations of the US with Russia and Ukraine.

Steve Witkoff and Kirill Dmitriev are managing the process

Trump’s special representative, Steve Witkoff, is managing the preparation process for the document on the American side.

Witkoff is in direct contact regarding this critical file with Kirill Dmitriev, the Russian President’s Special Representative for International Investment and Economic Cooperation.

In a statement to Axios, Kirill Dmitriev confirmed the work on the peace plan and assessed the initiative’s chances of success as high.

The Russian official stated, “We feel that Russia’s position is truly being heard.”

The goal is “lasting security across Europe”

Dmitriev emphasized that the fundamental idea behind the ongoing work is “to ensure lasting security not only in Ukraine but across Europe.”

The goal is to have the peace plan ready by the next meeting between Trump and Russian President Vladimir Putin.

The Russian official also added that Washington will explain the “advantages” of the new approach to Ukrainians and Europeans by that date.

A source from the Trump administration confirmed that the US has informed Ukraine and European representatives about the plan.

However, it remains unclear how the document will resolve issues regarding Ukrainian territories currently under Russian control.

Critical summit cancelled in Ankara

According to information obtained by Axios, Steve Witkoff discussed the new plan earlier this week with Rustem Umerov, the Head of the National Security and Defense Council of Ukraine.

Witkoff was also expected to meet with Ukrainian President Volodymyr Zelenskyy in Türkiye on November 19 to discuss the document.

However, Trump’s special representative cancelled this visit at the last moment.

Volodymyr Zelenskyy had previously announced that he would travel to Türkiye to prepare for the “revitalization” of peace talks.

Rustem Umerov explained that the parties had agreed on “activating the Istanbul agreements” regarding prisoner exchanges under the mediation of Türkiye and the United Arab Emirates.

On the other hand, the Kremlin stated that Moscow representatives would not participate in the meetings scheduled to be held in Türkiye on November 19.

The Russian side also noted that they had not received any notification from Kyiv indicating a readiness to restart the peace dialogue.
