The Pentagon is proposing a new national security strategy<\/a><\/span> for Trump that prioritizes protecting the US homeland and the Western Hemisphere over global commitments. This represents a striking departure from the military’s years-long focus on threats from China and Russia. The emphasis on “Western Hemisphere focus” also appears to echo a new version of the infamous Monroe Doctrine.<\/p>\n

The doctrine, declared by former US President James Monroe in his 1823 speech<\/a><\/span> to Congress, established America and Europe as two separate “spheres of influence” and asserted that only the United States had the right to “colonize” territories in the Western Hemisphere, prohibiting European interference in the American continent.<\/p>\n

The latest National Defense Strategy (NDS) draft that reached Defense Secretary Pete Hegseth’s desk last week prioritizes domestic and regional missions while relegating the fight against adversaries like Beijing and Moscow to secondary status, according to three people familiar with early versions of the report.<\/p>\n

This move represents a significant departure from recent Democratic and Republican administrations, including Trump’s first presidential term. During his first presidency, Trump characterized Beijing as Washington’s greatest rival.<\/p>\n

One person familiar with the draft document said, “This would be a major change for the US and its allies across many continents. Old, reliable US commitments are being questioned.”<\/p>\n

The NDS is typically released in the first months of each administration, but the document’s presentation has been significantly delayed during Trump’s second term.<\/p>\n

While Hegseth can still make changes to the plan, in many respects, this shift is already happening. The Pentagon has deployed thousands of National Guard troops to support law enforcement in Los Angeles and Washington and sent multiple warships and F-35 fighter jets to the Caribbean to block drug flows into the US.<\/p>\n

This week, the US military announced that 11 members of Venezuela’s Tren de Aragua gang were killed in a US military operation.<\/p>\n

The Pentagon has also established a military zone along the southern border with Mexico that allows soldiers to detain civilians, normally a law enforcement function.<\/p>\n

The new strategy will largely change the focus of the first Trump administration’s 2018 NDS, which placed deterring China at the forefront of Pentagon efforts.<\/p>\n

The opening paragraphs of that document stated, “It is increasingly clear that China and Russia want to shape a world consistent with their authoritarian models.”<\/p>\n

A Republican foreign policy expert briefed on the report said this change “doesn’t seem at all consistent with President Trump’s hawkish views toward China.”<\/p>\n

The President continues his harsh rhetoric against China, including imposing surprise tariffs on Beijing and accusing Chinese President Xi Jinping of “conspiring” against the US after meeting with North Korean leader Kim Jong Un and Russian President Vladimir Putin at a military parade in the country’s capital.<\/p>\n

Pentagon policy chief Elbridge Colby is overseeing the strategy. Colby played a significant role in writing the 2018 version during Trump’s first term and has been a devoted supporter of a more isolationist American policy.<\/p>\n

Despite having a long history as a “China hawk,” Colby shares the same views as Vice President JD Vance on freeing the US from foreign commitments.<\/p>\n

Colby’s policy team is also responsible for the upcoming global posture review, which outlines where US forces are deployed worldwide, and the air and missile defense review, which assesses US and allied air defenses and makes recommendations on where American systems should be placed.<\/p>\n

The Pentagon is expected to release both reviews next month.<\/p>\n

The three documents will be interconnected in many ways. Each will emphasize that allies need to take more responsibility for their own security while the US consolidates its efforts closer to home.<\/p>\n

Allies are particularly concerned about the results of the global posture review, as it could withdraw US troops from Europe and the Middle East and cut critical security assistance programs.<\/p>\n

A Pentagon official and European diplomat confirmed a Financial Times<\/em> report that the department would cut funding this year for the Baltic Security Initiative, which provides hundreds of millions of dollars annually to Latvia, Lithuania, and Estonia to strengthen their defense and military infrastructure.<\/p>\n

The diplomat noted that money from this initiative was used to purchase American-made weapons and “saw strong support, helped accelerate the development of important capabilities, and enabled the purchase of US systems like HIMARS.”<\/p>\n

NATO allies increasingly expect some of the approximately 80,000 American soldiers stationed in Europe to depart over the next few years.<\/p>\n

However, during the new Polish president’s visit to the White House last Wednesday, Trump said the US would not withdraw soldiers from that country but acknowledged he was considering reducing troop numbers in other parts of the continent.<\/p>\n
