Factory workers, cashiers, and hotel staff in Greece may soon begin working longer shifts, as the country prepares<\/a><\/span> to become the first EU member state to officially implement a 13-hour workday for the private sector.<\/p>\n

The parliament is set to vote on the controversial bill today (October 15), while nationwide strikes are planned. Despite growing resistance from trade unions and opposition parties, the bill is expected to pass with votes from the ruling New Democracy (ND) party.<\/p>\n

Since coming to power in 2019, the center-right government has made the country’s labor market one of the most “flexible” in Europe.<\/p>\n

Starting from July 2024, employees in the industrial, retail, agricultural, and certain service sectors may be subject to a new six-day work schedule, receiving an additional 40% on top of their regular wages for the sixth working day.<\/p>\n

This move, which runs counter to the trend of shortening the workweek in some European countries, has been justified by Greece’s “aging and declining population and lack of skilled workers.”<\/p>\n

On Tuesday, Greece was shaken by its second general strike this month, with unions demanding the withdrawal of the new law. Most public transport and public services came to a halt amidst mass protests.<\/p>\n

The public sector union ADEDY stated that “flexible working hours” in practice mean “the abolition of the eight-hour workday, the destruction of the concepts of family and social life, and the legalization of extreme exploitation.”<\/p>\n

The new law stipulates that employees can work up to 13 hours a day for a maximum of 37.5 days a year, with a weekly maximum of 48 hours averaged over four months and a cap of 150 hours of overtime.<\/p>\n

However, the 40-hour workweek will remain the standard, and overtime will generally be compensated with a 40% premium.<\/p>\n

The Ministry of Labour has stated that the 13-hour workday must be voluntary and that no employee should be forced to work overtime.<\/p>\n

But unions argue that employers have the upper hand in this negotiation, especially in a country where workplace inspections are almost non-existent.<\/p>\n

According to the draft bill, the law will also introduce options for splitting annual leave into two parts throughout the year to meet “urgent company needs,” flexible weekly work schedules, two-day contracts, and rapid hiring through an application.<\/p>\n

The Greek economy has begun to recover after a decade-long financial crisis that started with the 2009 debt crisis and involved three bailout programs lasting until 2018.<\/p>\n

The unemployment rate, which reached a high of 28% during the crisis, stood at 8.1% in August, the latest month for which data is available. The EU average is 5.9%.<\/p>\n

Meanwhile, wages remain among the lowest in the EU, meaning many Greeks are forced to work two jobs to cover the rising cost of living, particularly high housing costs.<\/p>\n

According to the\u00a02024 report by the European Committee of Social Rights<\/em>, the country ranks second to last in the EU for purchasing power, with nearly half of all households unable to meet their basic needs.<\/p>\n

Eurostat data published earlier this month shows that one in five Greeks works more than 45 hours a week, the highest rate in the EU.<\/p>\n

According to OECD data, Greece ranked fifth globally in 2023 for annual hours worked, behind Colombia, Mexico, Costa Rica, and Chile.<\/p>\n

Niki Kerameus, the Minister of Labour from the ND party, strongly supports the new law, arguing it will “give momentum to the private sector” and “empower employees.”<\/p>\n

Kerameus argued that the phrase “13-hour workday” does not mean everyone will work 13 hours every day for the entire year, but that it could be “for up to 37 days a year, which is three days a month,” and would “require the employee’s consent.”<\/p>\n

Kerameus has repeatedly emphasized that an employee cannot be fired for refusing to accept the new rules, adding that the unemployment rate is “at a 17-year low […] so you can understand how much this strengthens the employee’s position.”<\/p>\n

But opponents of the new law, including Dimitrios Mantzos, a member of parliament for the main opposition party Pasok, accused the government in parliament on Tuesday of deregulating labor relations, reducing job security, and disrupting work-life balance.<\/p>\n

Efi Achtsioglou, a member of parliament for the New Left Party, said, “The very fact that we are discussing such a bill here is unacceptable, shameful, and backward. It is unthinkable that in 2025, we are still debating whether to legalize a 13-hour workday.”<\/p>\n

Labor market experts said the move would legalize worker rights violations already committed by employers regarding overtime and would lead to burnout and an increase in accidents. The bill has been repeatedly condemned by worker representatives.<\/p>\n

“These regulations increase job insecurity and reinforce the model of flexible and unprotected work,” the General Confederation of Greek Workers, Greece’s largest private-sector union, said in a letter to Kerameus at the end of September.<\/p>\n","protected":false},"excerpt":{"rendered":"
