The goal is to hold a vote in the coming weeks and deploy the first troops to Gaza by January.<\/p>\nThe US official emphasized that the International Security Force (ISF) would be “an enforcement force, not a peacekeeping force.”<\/p>\n
The force will include soldiers from participating countries and will be established in consultation with a Gaza “Peace Board,” which US President Donald Trump has said he will chair.<\/p>\n
The draft also stipulates that the Peace Board will remain in office until at least the end of 2027.<\/p>\n
According to the draft, the ISF’s mission will be to secure Gaza’s borders with Israel and Egypt, protect civilians and humanitarian aid corridors, and train a new Palestinian police force with which it will partner.<\/p>\n
The draft states that the ISF will also “stabilize the security environment in Gaza by ensuring the demilitarization of the Gaza Strip, through the destruction of military, terrorist, and offensive infrastructure and preventing its reconstruction, and the permanent destruction of the weapons of non-state armed groups.”<\/p>\n
This indicates its mandate includes the disarmament of Hamas if the group or elements within it do not do so voluntarily.<\/p>\n
The draft also notes that the ISF will undertake “any additional tasks that may be necessary to support the Gaza agreement.”<\/p>\n
The ISF is being established to provide security in Gaza during a transitional period in which Israel will gradually withdraw from other parts of the territory, and the Palestinian Authority will implement reforms to enable it to assume long-term control of Gaza.<\/p>\n
The draft resolution states that the ISF will be deployed in Gaza “under a unified command that the Peace Board may accept.”<\/p>\n
The resolution emphasizes that the establishment and operations of the force will be carried out “in close consultation and cooperation with Egypt and Israel.”<\/p>\n
The force will be authorized “to take all necessary measures to fulfill its mandate, in accordance with international law, including international humanitarian law.”<\/p>\n
The draft resolution also calls for the Peace Board to be authorized as a “transitional governing body” to set priorities and provide funding for Gaza’s reconstruction until the Palestinian Authority “satisfactorily completes its reform program” and after the Peace Board’s approval is obtained.<\/p>\n
According to the draft, the Peace Board will “oversee and support a Palestinian technocratic, apolitical committee composed of competent Palestinians from the Gaza Strip… This committee will be responsible for the day-to-day functioning of Gaza’s public services and administration.”<\/p>\n
The US official said he expects the Peace Board to become operational before the technocratic committee is established.<\/p>\n
The draft also states that aid will be provided by organizations working with the Peace Board. These organizations include the UN, the Red Cross, and the Red Crescent. Organizations that misuse or divert aid will be banned.<\/p>\n
