New Israeli procedures have effectively halted humanitarian aid to Gaza. The Israeli government has implemented new practices that have caused numerous humanitarian organizations operating in the Gaza Strip and the occupied West Bank to effectively stop their aid distribution.<\/p>\n

According to the\u00a0Haaretz<\/em><\/a><\/span>, many organizations that had previously received operational approval from Israel have been forced to suspend their work due to these strict procedures.<\/p>\n

As a result, thousands of tons of food and relief supplies are being held outside of Gaza.<\/p>\n

The new practices impose stricter entry conditions for aid organizations into Gaza and the West Bank, requiring them to provide detailed information about their employees and their families.<\/p>\n

The report emphasized that despite the ceasefire, the humanitarian situation in Gaza remains extremely dire:<\/p>\n

\u201cHundreds of thousands of Palestinians are still living in tents. The water, sewage, and electricity infrastructures have collapsed; hospitals are overwhelmed with the injured and sick, food prices are high, and a large portion of the population depends on humanitarian aid for survival.\u201d<\/p>\n

Strict procedures imposed on aid organizations<\/strong><\/p>\n

The new procedure was reportedly prepared after the files concerning humanitarian aid organizations were transferred to the Israeli Ministry of Diaspora Affairs. The ministry is headed by Amichai Chikli from Prime Minister Benjamin Netanyahu\u2019s Likud party.<\/p>\n

The regulations require aid organizations to submit a comprehensive set of documents to Israeli authorities.<\/p>\n

These documents include a list of all employees, including Palestinians, and information about their family members.<\/p>\n

Rejection of organizations that “attempt to delegitimize Israel”<\/strong><\/p>\n

It was reported that the Ministry of Diaspora Affairs has been granted broad discretion to reject applications and may deny those from organizations that \u201cdeny the existence of Israel as a Jewish and democratic state\u201d or \u201cattempt to delegitimize Israel.\u201d<\/p>\n

The report also indicated that organizations supporting the prosecution of an Israeli citizen in a foreign country or at international courts will not be granted operational permits.<\/p>\n

An application could also be rejected if an employee of an organization \u201ccalled for a boycott of Israel within the seven years prior to the application.\u201d<\/p>\n

International organizations await permits<\/strong><\/p>\n

Of the 100 applications submitted to the Ministry of Diaspora Affairs since the beginning of September, 14 have been rejected, while the remaining applications are still under review.<\/p>\n

Some of the organizations that received approval are known to work with the Gaza Humanitarian Fund (GHF), which was established by Israel and the US in May 2024 and described by Palestinians as \u201cdeath traps.\u201d<\/p>\n

The US and Israel attempted to distribute aid in Gaza through this fund instead of UN agencies and major humanitarian organizations, but the fund faced intense criticism before ceasing its operations in October.<\/p>\n

Many Palestinians waiting near the fund\u2019s centers in Gaza were killed by Israeli army fire.<\/p>\n

The ministry\u2019s refusal to grant permits complicates the entry and exit of aid organizations into Gaza and also prevents the procurement and shipment of supplies from Israel. Among those awaiting permits are international organizations such as Oxfam, Save the Children, and the Norwegian Refugee Council (NRC).<\/p>\n

It was stated that these organizations have refused to submit the lists of employees and family information requested by Israel, concerned that sharing such data could violate the laws in their own countries, and are hesitant about the registration process.<\/p>\n

Alternative aid channels are also closing<\/strong><\/p>\n

In recent weeks, Israel has also made it more difficult for aid organizations to deliver humanitarian aid and food to Gaza through alternative routes.<\/p>\n

Organizations unable to obtain permits have tried to send supplies through UN agencies or other authorized entities, but Israeli authorities have reportedly blocked this method as well.<\/p>\n

Consequently, a large volume of aid supplies is stranded in Israel, Jordan, Egypt, and areas under the Palestinian Authority.<\/p>\n
