Bloomberg<\/em>, the US Navy is seeking cost estimates from pre-approved companies for a “temporary, self-sustaining military operations base capable of supporting 10,000 personnel and providing 10,000 square feet (approximately 929 square meters) of office space for 12 months.”<\/p>\nThe Request for Information lists the potential location as “near Gaza, Israel.” According to two people familiar with the matter, this request was sent on October 31. The deadline for responses was November 3.<\/p>\n
The US is seeking international support for a proposal to send foreign troops to Gaza to secure the fragile ceasefire signed last month between Israel and Hamas.<\/p>\n
These troops, called the International Stabilization Force (ISF), would work in cooperation with Israel and Egypt to ensure the region’s security and enable reconstruction efforts following more than two years of war between Israel and Hamas.<\/p>\n
According to US Central Command (CENTCOM) spokesperson Tim Hawkins, “As a planning organization, the US military is currently working with international military partners on possible options for basing the international troops that will be part of this force. To be clear, no US troops will be sent to Gaza,” he said.<\/p>\n
A US official, who requested anonymity to discuss the matter, said this request represents an early planning stage for a potential base to be established in southern Israel for the stabilization force.<\/p>\n
The US has deployed more assets to the region since President Donald Trump oversaw the signing of the ceasefire, including a command center in southern Israel with 200 US soldiers and international partners.<\/p>\n
White House spokesperson Karoline Leavitt stated that the White House has not yet approved such a step, describing the document as “a single piece of paper produced by random people in the military.”<\/p>\n
Requests for information are not official calls for tenders and do not guarantee a future contract, but they provide an idea of what kind of resources federal agencies are looking to procure from private companies.<\/p>\n
The requests detailed in the contract include “a comprehensive security plan that includes procedures for access control, threat response, incident reporting, and mass casualty events.”<\/p>\n
When asked about the possibility of a large US base being built, Israeli military spokesperson Lieutenant Colonel Nadav Shoshani said on Tuesday that he could not share any concrete information.<\/p>\n
Israel relies on US military aid and equipment but has rarely allowed US military bases on its territory, and those that have existed were small in scale.<\/p>\n
“We are working with the Americans and various partners on the future of Gaza. There are different ideas on the table,” Shoshani said.<\/p>\n
The Israeli news organization\u00a0Shomrim<\/em>\u00a0reported on Tuesday that the US plans to establish a large base in the Gaza region to oversee the ceasefire, citing Israeli officials who had seen the preliminary plans.<\/p>\nThe request specifies that the contractor will provide “a complete turnkey solution,” meaning they will handle every aspect of the base’s construction and management. The tender specifications state that the contractor must provide three meals a day for 10,000 personnel and manage water and waste, power generation, laundry services, a reliable communications network, and a medical clinic.<\/p>\n
Companies eligible to bid are part of a tender process called WEXMAC (Worldwide Expeditionary Multiple Award Contract), managed by the US Navy’s Naval Supply Systems Command.<\/p>\n
The contracting vehicle is typically used for international military operations but was repurposed to meet the Trump administration’s demand for more migrant detention space.<\/p>\n
The same process was used in July to award a $1.26 billion contract to build a 5,000-bed tent camp at a base in El Paso.<\/p>\n
