Unlike previous drafts, the final text includes an explicit reference to a future Palestinian state. It states that after the Palestinian Authority implements necessary reforms and the reconstruction of Gaza begins, “a credible roadmap toward the Palestinian people’s right to self-determination and statehood could be formed.” This possibility is firmly rejected by Israel. Prime Minister Benjamin Netanyahu stated, “Our position against a Palestinian state on any territory has not changed.”<\/p>\n

Russia’s objections<\/strong><\/p>\nRussia, which holds veto power, has submitted an alternative draft, arguing that the US proposal does not provide strong enough support for the establishment of a Palestinian state. The Moscow-authored text, seen by AFP, calls on the Council to declare its “unwavering commitment to the two-state solution.” This draft does not currently authorize a Peace Council or an international force; instead, it requests that UN Secretary-General Antonio Guterres “present options” on these matters.<\/p>\n
The US has intensified its efforts to gather support for its own resolution, reacting to “attempts to create discord” among Council members. In an article published in\u00a0The Washington Post<\/em>, US Ambassador to the UN Mike Waltz wrote, “To reject this resolution is to allow Hamas’s rule to continue or to let the war with Israel resume.”<\/p>\nWashington announced that many Arab and Muslim-majority countries, including Qatar, Egypt, the United Arab Emirates, Saudi Arabia, Indonesia, Pakistan, Jordan, and Turkey, have co-sponsored the resolution.<\/p>\n
Diplomats indicate that despite Russia’s criticisms, they expect the US resolution to be adopted. Richard Gowan of the International Crisis Group said, “Russia knows that many members will acquiesce to the US plan, but there are shared concerns about the content of the draft and the way Washington has rushed the process.” Gowan added that a Russian veto is unlikely, suggesting it is more probable that China and Russia will abstain and observe how the process unfolds.<\/p>\n
Hamas rejects the US resolution<\/strong><\/p>\nMeanwhile, a statement released on behalf of Palestinian organizations operating in Gaza, led by Hamas, described the resolution as “dangerous” and an “attempt to subject Gaza to an international authority.” The Palestinian groups announced their rejection of the articles concerning the disarmament of Gaza and all provisions that would “undermine the right to resistance.”<\/p>\n
The statement also declared that a foreign military presence in Gaza is unacceptable, as it would constitute a violation of Palestinian sovereignty. “Any international force must operate directly under the UN and act in coordination with official Palestinian institutions in which the occupation has no part,” it said.<\/p>\n
