A potential US administration under Donald Trump plans to return Russia’s frozen assets to Moscow following the signing of a peace agreement to end the war in Ukraine.<\/p>\n

According to a report<\/a><\/span> by\u00a0Politico<\/em>\u00a0citing two senior diplomats, this strategy has ignited a new dispute between Washington and Brussels.<\/p>\n

American officials reportedly conveyed the plan to the European Union’s sanctions envoy, David O’Sullivan, during his visit to Washington over the summer.<\/p>\n

Following these discussions, European Commission President Ursula von der Leyen proposed in September a “compensation loan” for Ukraine, using Russia’s assets as collateral.<\/p>\n

A joint investment vehicle for Washington and Moscow<\/strong><\/p>\n

According to the initial 28-point peace plan reportedly prepared by the US, $100 billion of Russia’s frozen assets would be transferred to a US-led fund for Ukraine’s reconstruction and investment.<\/p>\n

Under the plan, Washington would receive 50% of the profits from these investments, while Europe would be expected to contribute $100 billion to increase the investment volume for the reconstruction process.<\/p>\n

The remaining portion of Moscow’s frozen assets is envisioned to be directed to a separate US-Russia joint investment vehicle.<\/p>\n

Bloomberg<\/em>\u00a0later reported that the clause regarding the release of Russia’s assets was removed from the plan.<\/p>\n

Sources who spoke to\u00a0Politico<\/em>\u00a0stated that European officials reacted negatively to the US approach.<\/p>\n

The diplomats expressed their discomfort with the possibility that the US would take a share of this fund and share the rest with Russia, even if the assets were designated for Ukraine’s reconstruction on paper.<\/p>\n

ABC News<\/em>\u00a0also reported that the future of Russian assets was discussed at a meeting in Florida.<\/p>\n

European Central Bank rejected financial support<\/strong><\/p>\n

On the European front, technical and legal obstacles are emerging regarding the use of the assets. According to sources cited by the\u00a0Financial Times<\/em>, the European Central Bank (ECB) has refused to support a plan to provide a \u20ac140 billion loan to Ukraine against the frozen Russian assets.<\/p>\n

European Commission officials had requested the bank to act as a lender for Euroclear Bank. However, the ECB concluded that the commission’s proposal would constitute “monetary financing.”<\/p>\n

The bank’s management noted that direct financing of government budget deficits by a central bank is prohibited under European Union treaties.<\/p>\n

Two sources who spoke to the newspaper indicated that the European Commission has begun working on alternative proposals to provide temporary liquidity to support the \u20ac140 billion loan following this development.<\/p>\n

Belgian government demands additional guarantees<\/strong><\/p>\n

Another objection to providing a loan to Ukraine using the frozen assets came from Belgium, the headquarters of Euroclear, which holds the majority of the funds.<\/p>\n

Belgian political leader Bart De Wever has demanded financial guarantees from the EU exceeding \u20ac140 billion to protect against the possibility of future lawsuits from Russia.<\/p>\n

De Wever requested that these guarantees be payable within a few days in the event of a legal process and that the guarantee period be longer than the duration of the EU’s sanctions against Russia.<\/p>\n

According to\u00a0Politico<\/em>, European governments find Belgium’s demands<\/a><\/span> excessive. An EU diplomat commented, “It is politically difficult for many member states to issue such a blank check.”<\/p>\n

A prevailing view among European officials is that Belgium is resisting the loan because it earns tax revenue from the profits generated by the frozen assets and does not want to lose this source of income.<\/p>\n
