USAID personnel drafted a warning for the Joe Biden administration in early 2024 characterizing northern Gaza as an “apocalyptic wasteland” due to a catastrophic lack of food and medical supplies, according to former US officials and internal documents reviewed<\/a><\/span> by Reuters.<\/p>\n

The internal communication, prepared three months after the October 7, 2023, Al-Aqsa Flood operation and the subsequent Israeli offensive in the Gaza Strip, detailed findings from a two-phase UN inspection mission conducted in January and February.<\/p>\n

The report described harrowing scenes, including human femurs and other skeletal remains visible on roadways and corpses left in abandoned vehicles. It identified “catastrophic humanitarian needs,” particularly regarding food and clean drinking water.<\/p>\n

Embassy cites “balance” as grounds for suppression<\/strong><\/p>\n

According to four former officials and the documents reviewed by Reuters, US Ambassador to Jerusalem Jack Lew and his deputy, Stephanie Hallett, blocked the memo from wider distribution within the US government, concluding it “lacked balance.”<\/p>\n

The news agency is the first to publicly disclose the existence of this memo and the reasons for its suppression. Both Hallett and Lew declined to comment on the matter.<\/p>\n

Former officials stated that this February 2024 document was one of five memos sent during the first half of the year documenting the deterioration of health, food, and hygiene conditions for Palestinians resulting from the Israeli military operation. Reuters reviewed one of these documents, while the other four were described by the former officials.<\/p>\n

Impact on Washington decision-making<\/strong><\/p>\n

Three former US officials noted that the descriptions were unusually blunt and would have likely captured the attention of high-ranking officials had the message circulated widely within the Biden administration.<\/p>\n

They suggested such reports could have deepened scrutiny of the National Security Memorandum issued by Biden that month, which conditioned US intelligence and arms supplies on Israel’s compliance with international law.<\/p>\n

“While memos are not the only means of providing humanitarian information, the Ambassador’s acknowledgment would have meant recognizing the reality of the situation in Gaza,” said Andrew Hall, a crisis operations specialist at USAID at the time.<\/p>\n

The US Embassy in Jerusalem oversaw the language and distribution of Gaza-related correspondence, including those from other regional embassies. One former senior official noted that Lew and Hallett frequently told USAID management that the memos contained information already widely covered in the media.<\/p>\n

The report indicates that while these memos were being prepared in early 2024, the White House and other top US officials were aware of the general decline in the humanitarian situation in northern Gaza via National Security Council reports. Humanitarian organizations were also warning of an imminent risk of famine.<\/p>\n

In January 2024, the embassy approved the wider distribution of a separate memo regarding food insecurity across Gaza, which was subsequently included in the President\u2019s Daily Brief. That document analyzed the risk of famine in northern Gaza and the potential for severe food insecurity elsewhere due to a lack of shipments.<\/p>\n

However, according to six former officials, top US leadership often lacked consistent first-hand information due to restricted access to the region during intense combat between Israel and Hamas.<\/p>\n

“To put it simply, humanitarian expertise was repeatedly sidelined, blocked, and ignored,” said a former member of USAID\u2019s Middle East disaster response team.<\/p>\n

Distrust of third-party data<\/strong><\/p>\n

Because USAID has not had personnel on the ground in Gaza since 2019, much of its reporting relied on information from UNRWA and international aid organizations funded by the US government.<\/p>\n

This reliance on third parties caused some Biden administration officials to view USAID reports with skepticism, according to three former officials. They noted that Biden\u2019s Middle East envoy, Brett McGurk, and his aides frequently questioned whether USAID had verified the information and why the data often diverged\u2014sometimes significantly\u2014from Israel’s version of events. One former official remarked that the recurring question was: “Well, where are these emaciated children?”<\/p>\n

Two former officials stated that Hallett occasionally requested that memos be reframed or edited. She reportedly questioned the necessity of a memo focused on health, arguing that most of the information was already in the public domain. Furthermore, Hallett allegedly deemed USAID disaster team memos “too sensitive” for release during ongoing ceasefire and hostage exchange negotiations.<\/p>\n

According to data from the Palestinian Ministry of Health, the death toll in Gaza has exceeded 71,000 since the conflict began on October 7, 2023.<\/p>\n

Although President Donald Trump announced a Gaza peace plan alongside Prime Minister Benjamin Netanyahu in the Oval Office last September, hostilities have not ceased. Approximately 481 people have lost their lives since that ceasefire declaration, according to the Palestinian Ministry of Health.<\/p>\n
