report<\/a><\/span> in The Telegraph, envoys for US President Donald Trump, Steve Witkoff and Jared Kushner, have been in contact with Iran\u2019s parliamentary speaker, Mohammad Bagher Ghalibaf, regarding efforts to end the conflict.<\/p>\nSince Trump\u2019s return to office, the two have operated as a de facto tandem on conflict resolution. Over the weekend, they met a Ukrainian delegation in Miami while simultaneously coordinating the terms of a proposed 15-point peace framework that could halt the war in Iran.<\/p>\n
The talks were conducted indirectly. Egypt, Pakistan and T\u00fcrkiye acted as intermediaries over two days, relaying messages between Washington and Tehran as they sought to avert a global recession driven by surging energy prices and the knock-on effects on markets and business activity.<\/p>\n
Foreign ministers from the three countries were reported to have held separate meetings with Witkoff and Iran\u2019s foreign minister, Abbas Araghchi. By Sunday evening, preparations were under way for formal talks between Washington and Tehran.<\/p>\n
\u201cIranians were willing, and the Americans wanted to move because of markets and oil prices,\u201d an Israeli source told Axios.<\/p>\n
Under the proposed terms, Iran would be barred from pursuing a missile programme for five years, halt uranium enrichment, and shut down nuclear facilities at Natanz, Isfahan and Fordo that were targeted in US strikes in 2025.<\/p>\n
In return, the US would provide guarantees against a renewed conflict and agree to close its principal regional base, where roughly 50,000 troops are stationed.<\/p>\n
The report does not specify the location of the base or bases in question. Given that the largest US installation in Qatar hosts around 10,000 personnel, the implication is that any withdrawal could extend to multiple facilities across the region.<\/p>\n
The apparent seriousness of the discussions coincided with Trump stepping back from threats to strike Iran\u2019s energy infrastructure.<\/p>\n
Speaking to reporters on Monday, Trump said: \u201cFifteen points. They will not have a nuclear weapon. Points one, two and three are that. They agreed to it.\u201d<\/p>\n
Ghalibaf, however, rejected the claims outright, stating that no such negotiations had taken place and describing the reports as \u201cfake news\u201d.<\/p>\n
\u201cThere have been no negotiations with the US, and these false reports are being used to manipulate financial and oil markets and to help the US and Israel escape the impasse they are in,\u201d he said.<\/p>\n
In remarks in Florida, Trump declined to name his Iranian counterpart, adding that he did not wish to see him killed. He nevertheless claimed that Washington and Tehran were aligned on several key issues that could pave the way to peace.<\/p>\n
\u201cWe are dealing with someone I consider very respected; not the Supreme Leader, we have not heard from him,\u201d the president said.<\/p>\n
Iran and several other countries have interpreted Trump\u2019s statements as an attempt to influence oil and financial markets. Re-elected on promises to reduce prices and avoid foreign wars, the president is now confronting sharply rising energy costs driven by the conflict.<\/p>\n
Brent crude climbed to $119 a barrel last Thursday, with Goldman Sachs forecasting a potential surge to a record $147.50.<\/p>\n
Following Trump\u2019s remarks, prices fell below $100. US equities rebounded within hours after a sharp sell-off in Asian markets.<\/p>\n
A source familiar with the president\u2019s thinking said: \u201cWhat he does best is understand capital markets. The bond market and the commodities market are a real problem. These markets are facing incredible and lasting damage, and he needs to find a solution. That is the priority, but there have been no talks yet.\u201d<\/p>\n
Despite Trump\u2019s assertions that progress towards peace had been made, as of Monday (March 23) there appeared to have been no direct contact between Ghalibaf and the administration.<\/p>\n
An Israeli official told Axios that mediating countries were attempting to arrange a meeting this weekend in Islamabad, the capital of Pakistan, between Ghalibaf, the president\u2019s special envoys, and Vice-President JD Vance.<\/p>\n
On Monday, Vance was also reported to have spoken with Israeli Prime Minister Benjamin Netanyahu about the elements required to end the war.<\/p>\n
Vance\u2019s sudden involvement in the diplomatic track suggests a shift within the White House from military contingency planning towards political management of the conflict.<\/p>\n
