The move is noted as part of a strategy to strengthen Japan\u2019s defense industry under the government of Sanae Takaichi, which is known for its rigorous stance on national security issues.<\/p>\n<p data-spacing=\"double\">The Japanese government has characterized the current geopolitical environment as &#8220;the most serious national security situation since World War II.&#8221;<\/p>\n<p data-spacing=\"double\">In a statement regarding the policy change, the Japanese Prime Minister emphasized that no country can ensure peace and security in isolation in the modern era. &#8220;Partners who support each other in areas such as defense equipment are required,&#8221; the Prime Minister stated.<\/p>\n<p data-spacing=\"double\">Under the new regulations, previous restrictions that permitted the transfer of equipment only for the purposes of rescue, transport, warning, surveillance, and minesweeping have been terminated. The export of all types of military technical materials will now be possible.<\/p>\n<p data-spacing=\"double\">While existing rules generally prohibit the export of weapons to conflict zones, exceptions may be granted in &#8220;special cases,&#8221; taking into account Japan&#8217;s security requirements and US military operations in the Indo-Pacific region.<\/p>\n<p data-spacing=\"double\">Chief Cabinet Secretary Minoru Kihara stated that Japan will continue to uphold the fundamental principles of the &#8220;peaceful nation&#8221; identity that has been shaped over the more than 80 years since the end of the war.<\/p>\n<p data-spacing=\"double\">Under the new system, military hardware will be divided into two categories based on lethal or destructive potential: &#8220;weapons&#8221; and &#8220;non-weapons.&#8221; While no limitations will be applied to the export of equipment such as radar systems, the sale of heavy weaponry, including destroyers and missiles, will be restricted to countries that have signed agreements with Japan regarding the protection of defense technologies.<\/p>\n<p data-spacing=\"double\">Tokyo currently maintains such agreements with 17 countries, including the US and the United Kingdom.<\/p>\n<p data-spacing=\"double\">Major global arms manufacturers are reportedly relocating their operational and production capacities to Japan.<\/p>\n<p data-spacing=\"double\">According to a <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/asia.nikkei.com\/Business\/Aerospace-Defense-Industries\/Western-arms-suppliers-shift-Asian-HQs-to-Japan\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">report<\/a><\/span> by Nikkei Asia in the summer of 2023, industry giants such as UK-based BAE Systems and US-based Lockheed Martin are increasing their activities in Japan.<\/p>\n<p data-spacing=\"double\">This industrial shift is linked to the country\u2019s massive 43 trillion yen (approximately $294.2 billion) defense budget covering the 2023-2027 period.
