French authorities are investigating<\/a><\/span> whether interference targeting the hard-left party La France Insoumise (LFI) ahead of March municipal elections was carried out by an Israeli company known as BlackCore.<\/p>\n

Sources familiar with the matter told Reuters that French intelligence agencies are examining who may have commissioned the alleged BlackCore operation to discredit three LFI candidates through deceptive websites, social media accounts and disparaging digital advertisements alleging criminal conduct.<\/p>\n

According to French officials and the candidates themselves, the operation targeted Marseille mayoral candidate S\u00e9bastien Delogu, Toulouse candidate Fran\u00e7ois Piquemal and Roubaix candidate David Guiraud.<\/p>\n

Delogu, who withdrew from the second round of the Marseille mayoral race in an effort to prevent a split in the left-wing vote, filed a defamation lawsuit in March after a now-defunct website called \u201cSophie\u2019s Blog\u201d published references to unspecified allegations of sexual harassment against him.<\/p>\n

QR codes, which can be scanned with smartphones to direct users to websites, were also posted across various parts of Marseille linking to the blog.<\/p>\n

Delogu\u2019s lawyer, Yones Taguelmint, declined to share the complaint but confirmed that it concerned the blog and the QR codes.<\/p>\n

In Roubaix, where Guiraud won the election, he was targeted by \u201cFacebook pages linked to the same ecosystem,\u201d according to France\u2019s anti-disinformation agency Viginum.<\/p>\n

In Toulouse, lawmaker Piquemal, who led the left-wing alliance but narrowly lost in the second round, said he filed a police complaint after being targeted by anonymous social media accounts, websites and disparaging advertisements in the regional newspaper La Depeche du Midi.<\/p>\n

Piquemal said he hoped the criminal investigation would identify those responsible for the attacks. He said he believed he was targeted because of his pro-Gaza advocacy and because he was \u201csomeone who could win France\u2019s third-largest city.\u201d<\/p>\n

The broad outlines of the operation were first reported in March by Le Monde newspaper.<\/p>\n

Viginum, the office within the French prime minister\u2019s administration responsible for combating foreign disinformation, disclosed what it described as a \u201cforeign digital interference\u201d operation with \u201climited\u201d reach targeting a \u201cFrench political party\u201d and its candidates in Marseille, Toulouse and Roubaix.<\/p>\n

Investigative outlet Le Canard Enchaine later reported that authorities suspected an Israeli firm but did not name it.<\/p>\n

The pro-Palestinian LFI has regularly faced accusations of antisemitism from some Jewish community leaders and political rivals. In turn, a number of business figures have voiced concern over the party\u2019s high-tax and spending policies.<\/p>\n

LFI said Viginum had warned the party about foreign interference targeting its candidates and that it was cooperating with investigators.<\/p>\n

\u201cWe expect the upcoming presidential election to be the target of this type of attack. Technological developments are likely to significantly increase this risk,\u201d the party said in a statement.<\/p>\n

Following publication of the report, LFI\u2019s 2027 presidential candidate and longtime party leader Jean-Luc M\u00e9lenchon called on the government to adopt tougher legislation against foreign interference.<\/p>\n

\u201cWe need protection, and if we are protected, then all the others will be protected as well,\u201d M\u00e9lenchon said.<\/p>\n

Israel\u2019s Foreign Ministry told Reuters it was unaware of BlackCore. The ministry did not answer questions about whether the French government had contacted it regarding the allegations of election interference.<\/p>\n

The alleged disinformation campaign linked to BlackCore underscores how even local elections have become increasingly contentious as France and other countries confront growing political polarization and perceived threats to democracy.<\/p>\n

Reuters could not determine who was behind BlackCore, confirm where the company operated or locate any record of the company in Israeli corporate registries.<\/p>\n

BlackCore did not respond to repeated messages sent through the contact form on its website and via its LinkedIn page. Both platforms later went offline.<\/p>\n

French prosecutors either did not respond to requests for comment or declined to comment on BlackCore\u2019s alleged activities.<\/p>\n

On its website and LinkedIn page, BlackCore described itself as \u201can elite influence, cyber and technology company built for the modern age of information warfare.\u201d<\/p>\n

The company said it provided governments and political campaigns with \u201ccutting-edge strategies, advanced tools and robust security to shape narratives.\u201d<\/p>\n

Reuters reviewed documents in which BlackCore claimed responsibility for a separate social media operation conducted on behalf of an African government.<\/p>\n

The documents were undated but referred to an operation that began in January this year and lasted 14 weeks. Reuters said the material was provided by a source on condition that some details remain confidential.<\/p>\n

After Reuters asked Meta Platforms, the owner of Facebook, about the Africa operation described in the documents, the company said the \u201cnetwork\u201d behind it was linked to the disinformation campaign launched ahead of the French municipal elections. Meta stopped short of directly identifying the perpetrator.<\/p>\n

Meta said it had removed a network of accounts and pages for violating its policies on \u201ccoordinated inauthentic behavior.\u201d<\/p>\n

The company said the deceptive activity originated in Israel and \u201cprimarily targeted France.\u201d<\/p>\n

Two sources familiar with the alleged French disinformation campaign involving BlackCore told Reuters they were also aware of the company\u2019s activities in Africa, without providing further details.<\/p>\n

According to two other sources, Google and TikTok independently identified aspects of the French disinformation operation while monitoring their own platforms. Neither source elaborated further.<\/p>\n

TikTok did not directly answer questions about BlackCore but said it had removed an account found to have promoted one of the fake websites allegedly used in the French smear campaign. TikTok said the account violated its policies on deceptive behavior.<\/p>\n
